Birmingham Clean Air Zone Charging Order 2021

The Charging Order sets out the full details of how Birmingham’s Clean Air Zone will operate. The Order (except Article 7) came into force on 26 April 2021. Article 7 (Imposition of charges) will come into force on 1 June 2021. This means that from 1 June 2021 onwards vehicles of specified classes that do not meet the emissions standards set out in the Order will, subject to specified exemptions, be required to pay the charge stated in the Order to drive in Birmingham’s Clean Air Zone. The owners of high polluting vehicles will be charged to drive within the A4540 Middleway (but not the Middleway itself).

The Order sets out the temporary and permanent exemptions available, how the council will approach any enforcement associated with non-payment of the Clean Air Zone daily fee and how it intends to use any income generated from the zone.

CAZ boundary maps

The boundary maps outline the position of the Birmingham Clean Air Zone (CAZ) boundary, shown against Ordnance Survey base maps. This enables individual streets directly adjacent to the boundary to be identified. The CAZ boundary is marked by a thick yellow band and a shaded yellow area to identify the area within the CAZ.

The full CAZ boundary is broken down into 20 individual maps each of which represent a small section of the CAZ boundary in a greater level of detail. These are numbered one through twenty, moving clockwise around the boundary, each sheet overlaps slightly with the previous and the next to ensure that the full boundary is shown.

There are two sheets which act as keys to enable the user to identify which individual sheet a specific section of the CAZ boundary is located on.

Individual sheet maps

  • Sheet 1 shows the position of the boundary is shown around the A38 Aston Expressway and the Dartmouth Circus Island. It also shows that the CAZ boundary follows the edge of the Dartmouth Middleway and Newtown Middleway.
  • Sheet 2 shows the position of the boundary focusing on the section of the Dartmouth Middleway broadly between Lister Street, Heneage Street West and Ashted Circus Island.
  • Sheet 3 shows the position of the boundary focusing on Lawley Middleway, including the junctions at Curzon Street and Montague Street.
  • Sheet 4 shows the position of the boundary focusing on Lawley Middleway and Watery Lane Middleway, including the junctions at Great Barr Street, Little Barr Street and Westley Street.
  • Sheet 5 shows the position of the boundary focusing on Watery Lane Middleway, including the junction at Adderley Street.
  • Sheet 6 shows the position of the boundary focusing on Bordesley Middleway, from Bordesley Circus island, including the Coventry Road junction.
  • Sheet 7 shows the position of the boundary focusing on Highgate Middleway, from Camp Hill Circus including the junctions at Moseley Road, New Moseley Road and Leopold Street.
  • Sheet 8 shows the position of the boundary focusing on Highgate Middleway and Belgrave Middleway, including the junction at Frank Street.
  • Sheet 9 shows the position of the boundary focusing on Belgrave Middleway, including the junctions at Horton Square, St Luke’s Road and Sherlock Street.
  • Sheet 10 shows the position of the boundary focusing on Belgrave Middleway and Lee Bank Middleway, including the junctions at Bristol Street and Spring Street.
  • Sheet 11 shows the position of the boundary focusing on Islington Row, including the junctions at Elvetham Road, Wheeleys Lane, Bath Row and Tennent Street.

  • Sheet 14 shows the position of the boundary focusing on Ladywood Middleway, including the junctions at King Edwards Road and Summer Hill Road.
  • Sheet 15 shows the position of the boundary focusing on Icknield Street, including the junctions at Camden Street, Pope Street, Carver Street and Warstone Lane.
  • Sheet 16 shows the position of the boundary focusing on Icknield Street and Boulton Middleway, including the junctions at Pitsford Street and Hockley Hill.
  • Sheet 17 shows the position of the boundary focusing on Boulton Middleway and New John Street West, including the junction at Well Street.
  • Sheet 18 shows the position of the boundary focusing on New John Street West and Newtown Middleway, including the junctions at Summer Lane, Hatchett Street and New Town Row.
  • Sheet 19 shows the position of the boundary focusing on Five Ways Roundabout underpass and the start and end of the CAZ on the Hagley Road.
  • Sheet 20 shows the position of the boundary focusing on Hockley Hill and Soho Hill, where the start and end of the CAZ is at western end of the Hockley flyover.
